Phil enlisted in the Army in 1965 where you served for years in Vietnam. He became a graphic designer and has worked for the state of Oregon for 26 years. He retired in 2003 and started the Cartoon "In-Country". The cartoons reflect his experiences during his tour of duty in South Vietnam.

Governing Unaccredited Representatives Defrauding VA Benefits Act or the GUARD VA Benefits ActThis bill imposes fines on (CLAIM SHARKS) individuals for soliciting, contracting for, charging, or receiving any unauthorized fee or compensation with respect to the preparation, presentation, or prosecution of any claim for Department of Veterans Affairs benefits. The attempted commission of such offenses is also punishable by fine. You should not have to sacrifice any part of your disability pay for their services (which may be fraudulent).Veteran Service Officers do not charge to file compensation claims!
